China has successfully tested a device that slices through submarine data cables at depths reaching 11,483 feet (3,500 meters). The trial ran from the research ship Haiyang Dizhi 2, which carries a 150-ton crane, a 10-kilometer fiber-optic winch and even a helicopter landing pad. During a deep-sea science expedition, its remotely operated vehicles deployed the cutter to prove it could handle full-armored cables under real ocean pressures.
The cutter design first appeared in the 2025 issue of Mechanical Engineer, credited to the China Ship Scientific Research Center and the State Key Laboratory of Deep-sea Manned Vehicles. It uses an electro-hydrostatic actuator—basically a hydraulic pump driven by an electric motor—to spin a diamond-coated grinding wheel. That wheel can chew through layers of steel, rubber and polymer, and the entire mechanism is compact enough to fit on standard ROVs.
This test follows years of patent filings and prototype work by both military and civilian groups. The PLA navy has patented cable-cutting and retrieval tools, while Lishui University proposed a towed cutter for emergencies. At the same time, Chinese-registered vessels have turned up near damaged subsea cables and pipelines from the Baltic Sea to the Pacific. Operators around the world are watching closely as such dual-use gear makes cable sabotage not just possible, but easy to hide in scientific or commercial missions.
